D. v. Collège des médecins du Québec., [2016] QCCAI 146.
The Commission d’accès à l’information du Québec (the “Commission”) received an application for review brought by J.D., a physician (the “Applicant”) against a decision by the Collège des médecins du Québec (the “College”) following the College’s refusal to provide a copy of the investigation report to the Applicant. The Applicant claimed that this investigation was further to a commercial dispute between pharmacies, which would not be covered by the Act governing the medical profession. The Commission rejected the application for review.
